Human rights refer to the fact that gives the legal guarantees for protecting the people against the government action with the human dignity and fundamental freedoms. There are a wide range of facts for guarantying and addressing every type of aspects of the human life and interactions (Howard-Hassmann, 2012). There are many aspects of the human rights like freedom of expression, freedom of association, freedom of movement, right to life, equality of law, right of nationality, freedom of thinking, freedom of religion etc. Government agencies and services like human rights commission and the police service are responsible for maintaining the human rights of the respected nation (Jensen, 2012). Polices have the main responsibility of taking care of the human rights act. They have the duty of handling all types of law and order. All the common people of a nation are dependent on the police service for getting the full rights through the effective management of the human right act and other laws. It is very important to recognize the various facts that are internationally accepted for maintain the human rights by proper law and order (Mishra and Mishra, 2012).

Review of learning process

The duties of polices are very important for the prevention of crime, providing security and safety to the people, maintaining the law and order, maintaining the human rights through the whole world. The actions of polices must be associated with the law of the nation, not to the government (Starmer, 2009). The main duty of them is to provide the better services to the individual citizens or group of citizens. They must have to protect the human rights and should be transparent regarding their activities (Bayley, 2014). Effective training process is needed for the police to protect the human rights throughout the country. The police officers must be familiar with the various types of principles that are associated with the human rights of the respective country. It is very important to know the various types of the standards and codes of the international human rights for giving effective performances in a democratic society (Bullock and Johnson, 2011).

It has been found that most of the police officers want to know just what the rules are, but it is also very important to know that what the reasons behind the rules of working are. In the training process, they should be given proper knowledge about the law and orders and the human rights by the trainers. The modern law and acceptability of various types of acts are the most important part of the training for the police officers (Hickman, 2010). The main aim of the police service is to maintain the law and there is no law that has the higher priority than the human rights. Therefore, it can be said the main responsibility of the police officers is to protect the human rights (Evans and Evans, 2008).

Critical factors and important issues

As the police officers have the duty of protecting the human right acts, so in any circumstances they cannot violate any of those. There are some critical factors of human rights regarding the actions of the police officers, they are:

  • The personal details of the detainees have to be registered in an official register with respect to the detainees’ privacy. The register should be treated as a confidential file. No personal information about a detainee should be provided to any other detainee or people without having the authority (Manzella and Papazoglou, 2012).
  • Proper medical facilities should be provided to all the people in the police custody. A record has to be kept regarding the medical facilities provided to them (Wahl, 2013).
  • All the legal property should be kept with safety of the people who are in police custody. These properties have to be returned to them at the time of releasing in the same condition as these were when taken (Ostlund and Mueller, 2012).
  • In case of any punishment, proper information and reason of the punishment should be cleared to the detainees by the police officers.
  • People should be segregated by gender in the police custody. The sentenced offenders should be separated from the non convicted detainees in the police custody.
  • The cells of the police custody should be clean and healthy with the drinking water and toilet facilities (Watson and Woolf, 2008).

There are some issues regarding the human rights act maintaining by the police officers:

Prisoners at risk: The prisoners are at risk when the human rights rules are violated in the prison by the police officers. This is issue is very sensitive, the human rights acts must be maintained by the police officers in the prison (Sharman et al., 2012).

Torture: Cruel behavior, mental and physical tortures on the victims are against the human rights and the police officers are not expected to do this.

Woman’s right: The woman prisoners should enjoy the appropriate woman’s right and lady police officers must be involved with them (Sklansky, 2011).

Inappropriate use of the power: Police officers have a high potential of power, but the powers are for marinating the law and order. They should not use the power for getting any personal facility. This is against the human rights act (Sheptycki, 2010).

Annual reports: According to the annual report of the year 2013-14, the AFP met all the key indicators of success in the last three financial years. The satisfaction rate of all the stake holders is 92 percent which was 90 percent in the last year. A strategic plan was developed by the organization with seven strategic principles named as AFP strategic plan (2012-15). After the analysis of the innovative works and commitment to excellence it has been found that the service is working very well. The organization has developed a program for preventing the child abuse and negligence. This program was named as ThinkUKnow program. AFP, Datacom, ninemsm and Microsoft Australia worked collaboratively in this program and achieved a good success. This police service is using the new technologies for the communication and awareness generation. The facebook page of this organization is getting more popularity day by day. It was launched in the February of 2013 and got more than 73000 likes since the last date of June 2014. The main strength of the police service are the people engaged with the work. The rate of organizational conviction achieved by the service in the last year is 95 percent regarding the cases reached to the court for judgment. The major operations performed by the police service for maintaining the law and order and decreasing the crimes are: Operation Durin, Operation Ultramarine, Operation Crowea and Operation Rathlin (Afp.gov.au, 2015).

Mission Statement: The mission statement of the organization is to fight against the crime together and provide there right and effective law maintenance and protection to the people of Australia.

Operational Plans: The police service organization has the aim of maintain the law and order throughout the country with the following priorities:

  • Investigating the terrorism activities in the country and take the necessary steps for preventing these activities.
  • Preventing the drug dealings and consumptions.
  • Preventing money laundering.
  • Organizing the human traffic system and smuggling.
  • Involving the high tech facilities of the information technology.
  • Providing the better service to the people by marinating the policing service act and the law enforcement interest provide by the government.

Management Plans: The AFP service has changed their management structure in the recent year with more focus on the national and international operations due to the huge changes in the environment. The organization is facing some challenges regarding the facts like counter terrorism, sexual abuses, cyber crime, protection of the general people etc. In order to face the challenges and provide better services to the people the organization is implementing new methodologies in their management strategy for getting better performance in the ain operational area. The corporate priorities are the most important part of the management scheme of the organization. This organization has better opportunities for their staffs and the staff development process is one of the most important parts of the management plan of the AFP (Afp.gov.au, 2015).

Conclusion

The police services of a country are responsible for maintaining law and order in the whole country. Police officers have the main duty of protecting the laws and also the right of the common people. As the protection of the human rights acts is in the hands of the police officers, they have to very conscious about it and the acts should not be violated by them at any cost. There are several issues and facts regarding the operations of the policing services for marinating the human rights and protecting the common people from the various types of criminal activities. In the last section of the essay the information about the work progress and various acts of the Australian Federal Police service is given for the better understanding of the responsibilities of policing service with a practical example.
